Description: Governor Ronald Reagan spoke at the Commonwealth Club of California about the state budget, taxes, and university funding. Focusing on the university's approach to teaching load, classroom use, and salaries, Reagan concludes that higher education is not meeting the real needs of students and society, and suggests four short-term goals. Reagan was governor of California from 1967 to 1975 and president of the United States from 1981 to 1989.
